He has been a guest lecturer for the Florida Academy of Trial Lawyers. He served in the Florida House of Representatives from 1982 to 1992. While a member of the Florida Legislature he was chairman of the subcommittee that considered Family Law legislation. He sponsored a bill that established the equitable distribution law that is a core concept, today, in Florida Divorce cases.

As chairman of the Health and Rehabilitative Services Committee he sponsored significant legislation for the rights of children and families.
